Domas, making these changes seems to make them happen more frequently elsewhere... :/

Sam is going to investigate a few days worth of logs and get a better characterization of the problem.

Per yesterday's bug triage, we're bumping the tracking issue down to low priority. Only bug 20468 seems to happen with enough frequency to rise to normal priority.
