[feature request] make property suggestor work for qualifiers and entities other than items

Description

Currently property suggestions work for statements on items.

Suggestions for qualifiers on statements work, if the statement has been saved before.

There are no suggestions for properties when entering statements on properties, e.g. https://www.wikidata.org/wiki/Property:P855

New entity types would need to be supported as well (Wiktionary, etc.)

This is combining two independent tasks. The first part is covered by the task Sjoerd mentioned (please add there if it is missing something specific that I overlooked). The second part I think is best tackled with concrete tasks for the specific new entity types when we are creating them. Right now it is not actionable. I am closing it in order to get the number of tasks down to a more manageable number. Sorry.

We already have property entities. For these it doesn't work.

@hoo mentioned on IRC that this requires quite a bit of work. The current setup works with numeric identifiers, so there is "no way to distinct properties from items".
