Description

In T239181: [EPIC] Growth: Newcomer tasks 1.2 (guidance), we added guidance content to the help panel, with quick start tips was tailored to each task type. There will be quick start tips for the "add a link" task.

Opening the help panel
- In unstructured suggested edits, the help panel is open by default when the user arrives on the task. For "add a link", it should be closed by default. That's because we will already be orienting the user with the onboarding from T269490: Add a link: onboarding.
- Desktop: the help panel call-to-action is present in the lower right, and openable just like usual with the other task types.
- Mobile: because the mobile "add a link" experience will always have the link inspector open, we do not want to also display the help panel call-to-action button, because it will clutter the screen. Therefore, that button should not be present for "add a link" on mobile. Instead, we the help panel will be opened with a "?" icon on the right-hand side of the link inspector's header. I'm working on T269490 — currently I've set up the onboarding content as a separate module from the overlay, with the goal that the work for this task would be to integrate the panels into quick start tips (content is represented by an array of OOUI PanelLayouts)

Hi @mewoph @kostajh - We should use the same label as the help panel button on Desktop, which looks like it is Get help with editing.
