[EPIC] Growth: Newcomer tasks 1.2 (guidance)

Description

For background on the entire newcomer tasks project, see this epic. Because of the size of this project, this separate epic was created to work on the “guidance” portion of the project.

The newcomer tasks project uses the newcomer homepage to give newcomers a set of suggested articles to edit based on maintenance templates that are in the articles. We believe that users will be more likely to complete suggested edits if they have some in-context guidance that explains how to complete the edit.

Therefore, the work in this epic will be about providing newcomers with guidance in the editing context that explains how to do the edit, helps them understand when they're finished, and gives them ways to learn more.

Our approach will be to use the help panel to provide this guidance.

Thank you for doing this! Just quick question: How can I test this? It's disabled everywhere in production and in beta, every time I click on an article in suggested edits, I go to "non-existent page"

It's actually enabled in production! See this screencast: https://ctrlv.tv/eLnT. Regarding beta, it's searching against production's API, but guidance works for non-existing pages as well, see https://ctrlv.tv/QjlX. Hope that helps, and let us know if you have any question :).

Thanks but no guidelines has been shown to me, neither in Beta cluster nor Czech Wikipedia :/

@Ladsgroup Interesting :-). Could you please confirm you have both homepage and help panel enabled? Homepage can be enabled in "User profile" tab ("Display newcomer homepage"), Help panel can be enabled in the Editing tab ("Enable the editor help panel").
