Wouldn't a Toolforge tool protected by an OAuth authentication layer be more suitable for this, rather than a full wiki?
I can lock and suppress accounts via CentralAuth again in production. Thanks to all for your swift action and response to this incident.
Patches merged and messages renamed. Translatewiki will do its magic in no time. Since @Yaron_Koren handled the Cargo one, removing myself as the assignee of the task as I was not the only contributor.
Another approach could be preventing global account deletions with global permissions, asking the steward to remove the user from these groups first; if that's simpler.

I came to file a task to request this. While we may lose customisation for a brief while, it is not that hard to fix and to the contrary it can be benefitial to give specific instructions to the blocked users depending on whether they're personally blocked (account), or it's their IP or IP range, by further customising them if needed. Unregistered contributors can be given specific instructions on how to appeal their IP (range)blocks using the appropriate workflows, and the same goes for registered contributors where usually the path does change a bit depending on the wiki.

@Kaganer Done as requested. Now userpages using {{#babel}} will be categorised in both, User $lang and User $lang-$level (if they do not display yet, purging the page via ?action=purge does the trick).
