I propose we grant +2 in mediawiki/* to @Novem_Linguae. Novem received +2 access in the PageTriage extension about a year and a half ago, has since been heavily involved in the efforts to modernize that extension, and is generally helpful in our technical spaces. I am constantly seeing him ask good questions when he is not sure (and usually there will be a follow-up patch to make the documentation more clear!), and I trust that granting him +2 access will help him make MediaWiki and the Wikimedia wikis even better.

Novem_ Linguae has proven to be a good caretaker of PageTriage, asks thoughtful questions in review and understands both the good and bad impact that a change can have. I think it would be a benefit to have them able to merge patches in core and other extensions.
