Epic: Improve the mobile block experiences

Description

If a user is blocked from editing on mobile their experience should be understandable and clear. If they are blocked by mistake they should know how to appeal the block.

It seems to me that this could be closed. A lot of work happened in the subtasks, and the block messages worked well the last time I checked.
