Description

The GlobalBlocking extension provides several services which were refactored in T357385: Refactor the GlobalBlocking utility class into services that are used by various special pages and the APIs to manage and lookup global blocks. These services will need several updates to allow supporting global blocks on accounts.

This task is meant as a parent task for individual tasks which will focus on one service at a time to make the overall patch sizes for each patch smaller.
