Admins and trusted users (license reviewers/rollbacker) should be able to revert wrong moves. This may be needed if a copyrighted file has been moved accidentally or if a troll misused the function.

When do users decide that they want to move something to Commons?
If a freely licensed file is hosted on de.wikipedia.org, it isn't possible to use it at fr.wikipedia.org. It must be moved to Wikimedia Commons (the global image repository). Files hosted on Wikimeda Commons can be used on all Wikimedia Projects and external sites which are using InstantCommons
