Assigning to @Niharika, who will be running as PM on this project for the first iteration: building a bare-bones gadget.

Once we have a functional gadget, we will decide where to take this next: making it a default-on gadget, turning this into an extension, or something else.

I didn't get much of a response so I have created T205290: Convert TemplateWizard into a beta feature instead. It will go out on all wikis as a beta feature and then be eventually converted to a regular tool on all wikis. Does that seem like a good idea?

Sorry, I missed that. I think that a global beta is the best way to test it; personally, I use everywhere every beta gadgets I can and I believe that others will want to use it e.g. on Commons and enwiki as well. I am looking forward to test it. :)
