Thanks SO much @ArielGlenn, I am also downloading those on our stats machine and will check them once they are in!
A first start could be to do our alerts more intelligent. Today we have many different tests/alerts that fire and I think we should aim to make them work together.
Here are 2 more users wondering why certain images don't appear in Page-Previews: https://www.mediawiki.org/wiki/Topic:Viyfrnik5ttdq69e. While the patch discussed here can't solve all of this (some images are just to small, no matter what), the patch will relax the situation a bit.

I have ported the Jenkins Gearman plugin to JDK 11, we can now upgrade the CI Jenkins.
Seems to work properly this time! :-]

I've attached my analysis and procedures so far. Some more tasks are added as todo. Tuning takes some time due to longer clustering time but good thing there's not much to tune.
Merged. Will set up a test site, for QA (we used to have one but don't at the moment).

@STran Wow, thanks for that writeup. SecurePoll never ceases to be fun. For the eligibility list problem, I created another task - T275470: Add option to allow specific user groups to vote to 'Basic options' list to talk about it. Please verify that I captured the issue correctly.
As for this task, can we resolve it without making it a dependency on that one? If not, then we can fast-track work on that one.

Also seems like the page should link to the oldid in this case, not the diff.
The patch doesn't work here because it expects the user-provided title to be correct (it calls getArchivedRevisionRecord($oldid) on the PageArchive, which only looks up revisions for that page—the Main Page in Enterprisey's example, because the provided title is blank).

I've confirmed with a couple of other enwiki administrators that there is no revision linked from that page, although this task's status would suggest it is. @Ammarpad could we be doing something wrong with interface message configuration?
An aside: @Urbanecm_WMF, could what you're implementing here be generalized/extended to enable projects to codify the consensus they reach on talk pages within the software itself?

I don't have any real concerns about sharing the download URL, we can always firewall it off from the public net if necessary.
